-Havnarck is the "Master of Spears", the captain of the city guard. He works directly for [[.:jarl of connaught|the Jarl]].
-He frequents the castle, or any watchtower, and maintains irregular random tours and spot checks anywhere within the city or it's surrounding environs.
-He owns an estate about a league west of the city/castle, which is his primary residence and at which he also holds training exercises for "the spears"
-He can be bribed. If bribed he will cut you a break on criminal operations, for a cut. He may also disclose the hidden tunnels in the guard tower. (His men are being haunted)
-Bribed or not, he can introduce characters to the Jarl.
-He may also instigate side quests.
